Viper

Where official routes end, Viper’s network begins. She controls scarce supplies, hidden passages, and the debts that make people return. Her influence grows in the gaps between the two cities. She funds Alchemist’s laboratories and receives dangerous technologies in return. A final victory for either side would threaten her position. A conflict that never ends is far more useful. Her most effective weapon is often the thing someone needs and cannot obtain anywhere else.
